It doesnt save, even when I, the admin, saves it

I installed it all, the plugin is running but I have no commands O_O

Where are the commands for the itemshop and all that good stuff??? I dont know what they are. I installed the long term with the vault if that matters. I didnt download the expansion, do I need too????
