ok, nobody can connect to my server , why? and do i need an ftp server?

do i need a ftp server to set up an wc3 server? when i start my server (by clicking the hlds icon ) i can start the server but i cant connect to it and its not my ip adress that is wrote in the "server ip adress" field .. ..
