uwc3 help

ok it's probably something really dumb but, i've done everything the INSTALL file says, but, when I start my dedicated server, it's completely normal as if nothing has changed(such as the uwc3 mod stuff existing -.-)
the only thing that i dont know where to put, which i dont know if it would effect anything is the:
INSTALL File
-and-
vault_to_dbi (PL File, 10kb)
I doubt install effects anything. YES, I've fully read the install file and done everything it says is required.
Please help, and don't give me dumbass responses if you don't mind.
