There is no cheat for lv 10 in 2.x and there won't be.

there exists cheats for instant 10lvl on 3.0 ?

It doesn't save from map to map. You can disable it with a cvar listed in the config

They both do the same thing

Check the wc3_cheats cvar in the config. It is defaulted to off
