Server will not start

Like title says I installed everything right i did it 2 times. Its a windows server and i turned it off when i installed and then i turned it back on and it never showed up in steam like i would press refresh button on my server and it never responded.. then i put the ; before warcraft3FT.amxx and then the server works. There is nothing in the logs either.
