amxmisc and amxmodx modules will be automaticle loaded.
Which uwc3ng version do you have?
And did he save the XPs?

hmm sounds like the old 1.4v bug. But this bug was solved.
Are you running a non-steam server?

Please look in your uwc3ng database. There are tables with included skills?
